Cecil was born in 1907 and it is believed he graduated around 1925.  He married Ouida Askins and they lived in the Weaver Community on Highway 84.  Cecil owned and operated a filling station/grocery store near intersection of Hwy 84 and 59.  He died in 1963 and is buried in the Blair Community.
