Vernon was born on March 25, 1923to parents James Wiley and Lula Mae Richards McLeroy in Shelby County, Texas. He graduated from Timpson High School in 1940. He was in the Marine Corp.  He was married to Evelyn Coker. Vernon passed away in 2005 and was laid to rest in Oak Bluff Memorial Cemetery in Port Neches, Jefferson County, Texas.
